Event regulation

The organizers, International Chess Federation FIDE and Italian Chess Federation together with UniChess and ASD Emmedi Sport are inviting all national chess federations of FIDE to participate in the World Junior Under 20 Rapid and Blitz Championships 2023.
The dates are October 9 (arrival) to 16 (departure).

3.1 Each federation can register any number of players.

3.2 A player must not have reached his 20th birthday, respectively, before January 1st of the year 2023: FIDE-affiliated organizations, as approved by the FIDE Council, also have the right to register players.

3.3 FIDE- endorsed Chess Academies also have the right to register players through their respective National Chess Federation (BCF) with a copy to the Trainers’ Commission for endorsement.

3.4 The winners of the World Youth Rapid and Blitz Chess Championship of the current year (Batumi 2023) are eligible for free full-board accommodation.

3.5 The first 10 players on the starting list (10 for the open list and 10 for the girls’ list) will be eligible for free full-board accommodation.

3.6 Free accommodation and full board will be provided to all personal rights players (20 players in total) from October 9 (lunch) to October 16 (breakfast) sharing a double room. Each personal right player will need to pay in advance for his/her accommodation and after the technical meeting, once the starting list will be defined, those above-mentioned players will be refunded by bank transfer.

4.1 The deadline for registration is September 15th, 2023.

4.2 The Registration fee is 100 Euros for each player and each accompanying official/person. The registration fee is compulsory and represents a confirmation of The Registration fee includes transportation from and to Cagliari International Airport, accreditation, identification, badges, and organization costs.

4.3 The Payment deadline is September 15th, 2023.

4.4 In order to ensure proper tournament standards, FIDE member federations must fully complete the online form (to be requested by mail) and forward it before the registration deadline of September 15th, Incomplete registrations will not be accepted.

4.5 After the registration deadline, organizers reserve the right to refuse or decline late registrations, or if there is availability a penalty of 100 Euros for each late registration will be charged to participants.

4.6 In order to decrease the number of payments, the FIDE fee of 70 Euros (blitz 35 & rapid 35 Euros) for each player shall be paid to the Organizer, who will ensure to transfer it to FIDE.

5.1 The Chief Arbiter along with the Fair Play officer will be announced in due time.

5.2 FIDE Technical Delegate and FIDE Officials will be announced in due time.

6.1 Those who need visas must submit their data the latest on 30 August 2023.

6.2 To proceed with the visa application, each federation/player must:

  1. Request the registration form by e-mail from the organizing committee;
  2. Fill it out and email it to the organizing committee via national federation along with pdf scans of the participants' passports, which must be valid for more than six months;
  3. Proceed with the payment of the registration fee as it will be communicated by the organizing committee;
  4. At the same time as registering for the tournament, proceed with the reservation and payment of the hotel stay (if there are fees).

6.3 The Organizers will provide VISA assistance according to National laws only after all the pre-payments are made.

6.4 The Organizers are not responsible in case the Italian Consular authorities decline to issue the VISA due to public order and/or failing to meet all the requirements to obtain an Italian VISA.

7.1 The organizer will provide free transport services from Cagliari International Airport to the official hotels for all participants and accompanying people on October 9th as well as the departure transfer on October 16th.

7.2 If any delegation arrives one or two days before the competition or leaves later the same service will be provided at an additional price.

7.3 The travel price from Alghero airport to hotels (130 km) is for each person 250 Euros per way. The travel price from Olbia airport to hotels (250 km) is for each person 300 Euros per way.

7.4 Players who make private transport arrangements and clearly indicate this in the registration form will be fully responsible for any problems they experience during arrival or departure.

8.1 The playing venue is the "Maria Carta" municipal theater.

8.2 The reservation will be done on a “First Come, First Served” basis.

8.3 Hotel reservation deadline is September 15th, 2023.

8.4 For Security and organizational reasons and in accordance with FIDE tournament regulations all national delegations are obliged to use the official hotel designated by the Organizing Committee. Bookings must be done only through the organizer of the World Junior Under 20 Rapid & Blitz Chess Championships.

8.5 All players and guests are invited to stay in the official hotels with next prices:

  • Nora Club Hotel & SPA 4* - walking distance 200 meters from the venue
  • Noha Lifestyle 4* - 1.5 km free shuttle available upon request

8.6 Payment deadline for hotels is September 15th, 2023

9.1 After the Registration, accommodation & travel form has been filled in, sent to the organizer, and approved by the organizer, the national federations will receive invoices for bank The invoices will contain all the necessary details for the bank payment.

9.2 The payment deadline for registrations and accommodations is September 15th, 2023.

9.3 A sender must pay all bank When payments are confirmed, the Organizing Committee will send to the participating Federation the confirmation of the hotel reservations.

10.1 The Championships will be held according to FIDE tournament Rules and Laws of Chess.

10.2 The FIDE Anti-Cheating rules and guidelines are valid for all Championships.

10.3 Upon arrival or any time during the event, captains or players may be required to present passports for verification of players' age eligibility.

10.4 The games are played using the electronic clocks and boards approved by FIDE.

10.4.1 For each tournament a minimum of 11 rounds will be Official number rounds will be announced during the technical meeting.

10.4.2 RAPID: 15 minutes + 10 seconds increment per move, starting from move 1.

10.4.3 BLITZ: 3 minutes + 2 seconds increment per move, starting from move 1.

10.5 The final ranking order of the players is determined by the number of points scored.

In case of a tie, the next tie-break criteria are established:

  • Buchholz cut 1
  • Buchholz
  • the greater number of games with black (unplayed games count as played with white)
  • the greater number of wins

11.1 A protest against the decisions of the Chief Arbiter must be submitted in written form to the Chairmen of the Appeals Committee within 15 minutes after the competition of the respective game. The protest must be accompanied by the sum of 200 Euros, as a If the appeal is granted, the sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to FIDE. The appeal has to be lodged by the player. The decisions of the AC are final.

Each participant will receive an appropriate certificate.
